Safeguarding children and child protection

Safeguarding and promoting the welfare of children is defined as:
  • protecting children from maltreatment
  • preventing impairment of children's health or development: and
  • ensuring children are growing up in circumstances consistent with the provision of safe and effective care.

What is child abuse and neglect?

Abuse and neglect can happen to any child at any age from pre-birth up to the age of 18 years.

It can happen in all walks of life; to children from any ethnic and cultural backgrounds, to children with or without disabilities.  

Abuse, neglect, harm or maltreatment can be delibrate or unintentional.  It can happen by the way adults or other children and young people behave towards a child.  It can also result from adults failing to provide proper care for the children they look after.

Children and young people can experience abuse at home, at school, in lesiure activities, in fact anywhere. The abuse is usually caused by someone the child or young person knows and rarely by a stranger.

Clinical Commissioning Group response

NHS NEW Devon CCG has a responsibility to ensure the safety and welfare of children and young people.  

Section 11 of the Children Act 2004 places CCG’s under a statutory duty to make arrangements to ensure that, in discharging their functions, they have regard to the need to safeguard and promote the welfare of children. 

In order to fulfil its responsibilities effectively NHS NEW Devon CCG promotes the following general principles as set out in ‘Working Together to Safeguard Children’ HM Government 2013.

NHS NEW Devon CCG commits to fulfil its duties regarding children’s safeguarding; and to be an active partner of Plymouth and Devon Safeguarding Children Board (LSCB) on local safeguarding arrangements, ensuring children in the CCG area have consistent, safe and effective care.

Effective child protection is essential as part of wider work to safeguard and promote the welfare of children. However, all agencies and individuals should aim to proactively safeguard and promote the welfare of children so that the need for action to protect children from harm is reduced.
