Safeguarding Children and Child Protection

  • protecting children from maltreatment
  • preventing impairment of children's health or development
  • ensuring children are growing up in circumstances consistent with the provision of safe and effective care

What is child abuse and neglect?

Abuse and neglect can happen to any child at any age from pre-birth up to the age of 18 years. It can happen in all walks of life; to children from any ethic and cultural backgrounds,to children with or without disabilities.

Abuse, neglect, harm or maltreatment can be delibrate or unintentional. It can happen by the way adults or other children and young people behave towards a child.  It can also result from adults failing to provide proper care for the children they look after.

Children and young people can experience abuse at home, at school, in lesiure activities, in fact anywhere.  The abuse is usually caused by someone the child or young person knows and rarely by a stranger.

NEW Devon CCG and safeguarding responsibilities

The Childrens Act 1989 and 2004 provide comprehensive legislation to protect and safeguard children and Section 11 of the act places a duty on all agencies to 'make arrangements to ensure that in discharging their functions, they have regard to the need to safeguard and promote the welfare of children'.

In addition, Working Together to Safeguarding Children 2015 (DOH) include the need for :

  •  Senior management commitment and clear lines of accountability
  • A clear statement of the agency's responsibilities
  • Appropriate service development and supported training programmes
  • Safe recruitment
  • Effective inter-agency working and information sharing

NEW Devon CCG commits to fulfil its responsibilities as outlined above and is an active partner in the work of Plymouth Safeguarding Board and Devon Children and Families Partnership.
