South West Clinical Senate - Clinical Review Report

This report has been produced by the South West Clinical Senate for NEW Devon Clinical Commissioning Group (CCG) and provides recommendations following a clinical review panel that was convened on 15 September 2016 to consider the CCG’s proposed reduction in community beds in its East Devon locality.

This was an independent review carried out as part of the NHS England stage 2 assurance checkpoint which considers whether proposals for large scale service change meet the Department of Health’s 4 tests for service change prior to going ahead to public consultation, which in this case is planned for October 2016. The Senate considers test 3, the evidence base for the clinical model as an independent clinical advice giving body.

Case study: Seaton Friends Hospiscare @ Home

Seaton Friends Hospiscare @ Home provides 24-hour support and expert nursing care to people who are near the end of their life and want to spend their remaining days at home.

Hospiscare @ Home is free and is available to people registered with a Seaton GP.

The service is a partnership between two charities – it’s funded by Seaton League of Friends and delivered by Hospiscare, who employ and manage the staff. Hospiscare is the local hospice charity in Exeter, mid and east Devon.

Hospiscare @ Home also works closely with the NHS and social services – for example, local GPs, district nurses and social carers.

The success of the Hospiscare @ Home service shows what can be achieved to improve personalised healthcare and reduce unnecessary hospital admissions.
